ICE Agent Charged for Pulling Gun on Motorists in Minnesota

Minneapolis prosecutors announced on Thursday that Gregory Donnell Morgan, Jr., a 35-year-old ICE agent, is accused of pointing his duty weapon at two individuals in another vehicle. The incident occurred on February 5 when Morgan was reportedly driving on the shoulder of a state highway, attempting to bypass slower traffic. When another vehicle moved to block his path, Morgan allegedly slowed, opened his window, and pointed his firearm directly at the occupants.

The victims reported feeling threatened and called 911. Prosecutors noted that Morgan was driving an unmarked, rented SUV with no visible indication of being an ICE vehicle. Morgan later told state investigators he and his partner were at the end of their shift and admitted to drawing his firearm, claiming he feared for his safety after the other vehicle swerved and "cut him off." Hennepin County prosecutor Mary Moriarty stated that these charges represent a significant step in seeking accountability for federal agent conduct.

This case is the first criminal charge against a federal agent stemming from actions during the Trump administration's 10-week immigration enforcement initiative in Minnesota, known as "Operation Metro Surge." The surge, which also saw protests and other incidents involving federal agents, aimed to detain undocumented immigrants who had committed violent crimes. Moriarty indicated that investigations into other incidents, including fatal shootings by federal agents in January, are ongoing.
